"With this acquisition, we now control the key retail nodes along Rockville Pike from Bethesda through Rockville, giving us greater flexibility to curate tenancy and merchandising across the corridor." That was Federal Realty CEO Don Wood in March, in the company's announcement that it had bought Congressional North Shopping Center for $72.3 million.
Seven months later, you can see what "curate" looks like from the parking lot. Federal Realty now owns both Congressional Plaza and Congressional North, which sit side by side. The Shops at Congressional Village, just up the Pike, has a different owner and keeps a different schedule. This holiday season, what's open for shopping comes mostly from the first. The restaurant news comes mostly from the second, and its biggest arrival is still about a year away.
One landlord now holds both sides of the Congressional block
Federal Realty already owned Congressional Plaza. Congressional North sits immediately next door: about 176,000 square feet of retail on 13 acres, anchored by Aldi, RH Outlet, Petco and Staples. Along this part of Route 355, the company's release also lists Federal Plaza, Montrose Crossing and Pike & Rose among its holdings. That means a big share of the places you run errands between Bethesda and Rockville answer to the same leasing office.
The Daily Record's coverage of the March sale named the same four anchors. The change you can see this fall is next door, at Congressional Plaza, and it shows how fast this landlord can fill a big empty store.
A vacant Buy Buy Baby is set to become a Nordstrom Rack in six months
Rockville Nights reported in April that Nordstrom Rack would take the 1683 Rockville Pike storefront that Buy Buy Baby used to occupy. By late September, a sign in the window gave the opening date as October 29. The company's own new-store page lists the same date for Congressional Plaza.
That's about six months from announcement to opening day. For a store this size, timed to land just before holiday shopping starts, that's a tight schedule.
According to Rockville Nights' account of the grand-opening plans, opening morning was set to run like this:
- 7:00 a.m.: gift card drawings begin for people in line
- 8:45 a.m.: drawing for a $1,000 Nordstrom Rack gift card
- 9:00 a.m.: doors open, with savings advertised at up to 70%
If you already shop at Nordstrom in Westfield Montgomery Mall, the Rack is a different store. Rockville Nights explained that it sells overstock, clearance and past-season items from the department store, plus clothing made only for the Rack and labeled that way. Don't expect the department store's personal shoppers or alterations service. For most Rockville households, that means a gift run that used to take the drive down to the mall can happen in the same lot as the rest of the Congressional Plaza errands.
Congressional Plaza's food lineup is mostly names you already know
Congressional Plaza's dining directory is short, and nearly all of it is familiar. Banana Leaves Asian Cafe, Chopt, Häagen-Dazs, LebTav, Matchbox, Noodles & Company, Smoothie King, Starbucks and Taco Bamba make up the lineup.
The new arrival this year is Mango Mango House of Desserts at 1617 Rockville Pike, which Rockville Nights reported was open by September 29 and drawing long lines. It's a welcome stop after shopping, and it joins a center built mostly around brands people already know.
That fits Wood's March statement. A landlord curating tenants along a whole corridor tends to pick operators with track records, and it can sign and open them fast. If you want to try a restaurant you've never heard of, walk a little farther up the Pike.
Congressional Village is opening its own concepts on its own schedule
The Shops at Congressional Village, at 1701 Rockville Pike, isn't part of Federal Realty's holdings. Rockville Nights identifies IVEA as the center's owner. The center's next opening is a restaurant IVEA created.
Wing Pop has leased 1,421 square feet at 1701-B3 Rockville Pike. Rockville Nights describes it as a new concept from IVEA rather than a chain, and the blog was careful to say it isn't Wingstop. On October 19, construction was essentially finished, and the restaurant hoped to open before the end of fall. Planned hours are 11 a.m. to 9:30 p.m. Sunday through Thursday and 11 a.m. to 10 p.m. on Fridays and Saturdays. Store Reporter puts it in the former Gyroland space next to Okaeri Japanese Cafe and called it "opening soon" on October 22. In September, The MoCo Show was expecting it by year-end. Nobody has given an exact date yet.
When the landlord owns the restaurant, a few steps disappear. There's no outside tenant to negotiate with, and no chain office far away approving the buildout. Wing Pop went from a lease report to near-finished construction in the same fall that Nordstrom Rack finished its buildout.
The Village's biggest food arrival is about a year away
The other new tenant at Congressional Village is the one food-focused readers will follow most closely, and it's the slowest.
The MoCo Show reported in September that Nong Geng Ji, a Hunan restaurant chain whose first U.S. location opened in Flushing, Queens, in January, will open its first Maryland location at 1701 Rockville Pike. The Flushing restaurant had a 4.6 Google rating from more than 450 reviews in less than a year. Its menu focuses on countryside-style Hunan cooking. The signature dishes are Stir-Fried Pork with Chili, Stir-Fried Pork with Abalone & Chili, Stir-Fried Free-Range Chicken and pressure-cooked ribs, many served family-style over tabletop warmers. Store Reporter adds dry pot sauerkraut, stinky bean curd, minced pork with sour cowpeas and wrinkled chili pepper cured beef. It also describes the chain as popular in China and says Rockville is its second U.S. location.
The restaurant is taking the former 7-Eleven space at the front of the center, next to Teso Life. That 7-Eleven closed on December 24, 2024, after about ten years there. When The MoCo Show announced the restaurant in September, it gave no timeframe. Store Reporter's October 22 report says "opening late next year." If that holds, the storefront will have been empty for close to three years before anyone orders a plate there.
Where each opening stands as of late October 2026
| Business | Address | Center and owner | Status as of late October 2026 |
|---|---|---|---|
| Nordstrom Rack | 1683 Rockville Pike | Congressional Plaza, Federal Realty | Opening date October 29; doors at 9 a.m. |
| Mango Mango House of Desserts | 1617 Rockville Pike | Congressional Plaza, Federal Realty | Open since late September |
| Aldi, RH Outlet, Petco, Staples | Congressional North | Federal Realty since March 2026 | Anchors at the time of the March sale |
| Wing Pop | 1701-B3 Rockville Pike | Congressional Village, IVEA | "Opening soon"; no exact date |
| Nong Geng Ji Hunan Cuisine | 1701 Rockville Pike | Congressional Village, IVEA | Reported for late 2027 |
This season, a trip to this stretch of the Pike can mean a morning at the Rack, a stop at Mango Mango, and wings at Wing Pop if it opens on schedule. Nong Geng Ji's family-style Hunan plates are a 2027 plan. When it does open, it will be the clearest sign that the most distinctive food on this block is coming through the one landlord Federal Realty doesn't control.
